The linked article doesn't come out and say this in so many words, I think it is most likely that ACORN is to blame.
Political participation in the Iraqi elections is sure a lot better than some of the alternatives. While this is a positive step, I'm worried about ACORN and the possibility that it may strangle the Iraqi-democracy in the cradle.
